| Abstract: | У статті вивчено специфіку формування двопалатного парламенту і доцільність його запровадження на сучасному етапі розвитку української держави. Розглянуто досвід зарубіжних унітарних країн, в яких функціонує двопалатний парламент, а також розмежування повноважень між нижньою та верхньою палатами. Вказано як позитивні, так і негативні аспекти запровадження двопалатного парламенту в Україні. |
| Description: | The article examines the specificity of a bicameral parliament formation and the expediency of its introduction at the current stage of the Ukrainian state development. The experience of foreign unitary countries with bicameral parliaments, as well as the differentiation of powers between lower and upper chambers, are considered, and, based on the research, proposals were developed how to increase the efficiency of state‑building in Ukraine and reform the work of the parliament taking into account the experience of other countries. The process of submitting this issue to the all‑Ukrainian referendum in 2000 is also covered. |
