| Description: | The article is devoted to the review of the European Parliament legal status evolution, analysis of its place and role in the institutional mechanism of the European Union. It is stated that legal status of the European Union is caused by the existence and legal consolidation of the principle of institutional balance. In the process of integration its legal status and powers were considerably changed. Deepening integration led to the transformation of the European Parliament from the organ of interparliamentary cooperation of the Member States into the representative institution of the parliamentary type. Gradually it changed into peculiar communicative centre of the institutional mechanism of the European Union and gained the possibility to influence decision-making in the EU not only with the help of public opinion, but through different communicative ties with the other institutions of the EU and national governments of the Member States. The article demonstrates changes in the main powers of the European Parliament and its interaction with the Council and the European Commission in the boundaries of the legislation process in the EU. |
