| dc.description | The article deals with important issues of modern state formation in terms of reforming the public authority territorial organization, improvement of local self‑government, introduction of a developed decentralized state structure, formation and functioning of united territorial communities. The main legislative, normative and doctrinal mechanisms for creating effective capable territorial communities, which are the basis for building a developed democratic and law‑governed state, have been covered in the article. It is investigated that transition period is the current state of the country’s development. This period has significant and crucial disadvantages, which, unfortunately, might lead to regressive and sometimes, fatal consequences; therefore there is an urgent demand for immediate and systematic reforms. It is stated in the article that local government has particular importance and influence under political and economic crisis and is becoming a fundamental state institution in our country. | ru_RU |
