dc.description	The electoral system takes its proper place in the structure of the democracy. The upper level of the democracy builds by the idea of people power. The electoral system as lower level of democracy is aimed to the implementation of the idea of people power. The most democratic countries in the world are trying to find a reasonable balance between mathematical fairness and political practicability in the process of establishing of the electoral system. However, this does not always succeed. The effectiveness of the electoral system depends on the type of its own elements. One of them is electoral district. The article analyses the electoral district from the point of view of the district magnitude, level and size. Demonstration of their effect on the election results is accompanied by the example from the electoral practice of different countries. Especially, the author focuses on the history of the division of mandates between electoral districts (states) in the United States.	en
dc.description.abstract	Виборча система займає власне місце в структурі демократії. Верхній рівень останньої формує ідея народовладдя. На її реалізацію спрямований нижчий рівень демократії – виборча система. При встановленні виборчої системи більшість демократичних країн світу намагаються знайти розумний баланс між математичною справедливістю та політичною доцільністю. Однак це вдається не завжди. Ефективність виборчої системи залежить від типу її власних елементів. Один з них – виборчий округ. У статті виборчий округ аналізується з точки зору магнітуди, рівня та розміру. Демонстрація їх впливу на результати голосування супроводжується прикладом з виборчої практики різних країн. Зокрема, автор акцентує увагу на історичній практиці розподілу мандатів між виборчими округами (штатами) в США.	en
