| Аннотация: | Розглядається досвід Великої Британії по впровадженню інноваційних технологій для підвищення ефективності державного управління. Особлива увага приділяється історичним етапам розвитку електронного уряду у Великій Британії, стратегії та принципам діяльності, правовій основі впровадження інноваційних технологій, інфраструктурі, послугам, що надаються бізнес-структурам та громадянам. Робиться висновок про можливість та доцільність використання цієї моделі організації електронного урядування в Україні. Рассматривается опыт Великобритании по внедрению инновационных технологий для повышения эффективности государственного управления. Особое внимание уделяется историческим этапам развития электронного правительства в Великобритании; стратегии и принципам деятельности; правовой основе внедрения инновационных технологий; инфраструктуре; услугам, которые предоставляются бизнес-структурам и гражданам. Делается вывод о возможности и целесообразности использования такой модели организации электронного управления в Украине. |
| Описание: | It is mentioned in the article that one of the basic dominants of increase of efficiency of functioning of public authorities in the conditions of formation of a global information society is the use of informational and communication technologies (ІСТ). The special role in this process belongs to the Internet which used is more actively in the political process and provides the effective management and interaction of authorities, commercial structures and citizens with the new means. An example of such means is the electronic government (e-government) which acts as one of the major administrative innovations of the end XX and the beginnings of XXI century. Since 1998 the process of «the electronic government» creation has started in Ukraine. However the successful achievements of this goal provides not only application of internal reserves and the maximum efforts from Ukraine, but also studying of experience of the world leading countries in introduction of an information technology in the sphere of government and use of its best elements taking into account the special features and conditions of our state. According to the author, the information society is most developed in the countries of the European Union, and the Great Britain. In this connection, the attempt to generalise the experience of Great Britain in using innovative technologies to increase the efficiency of state government is made in the article, and also the prospects of application of this experience in Ukraine are considered. The historical stages of development of «the electronic government» in the Great Britain, the strategy and principles of its functioning, legal base, infrastructure, and services provided for «the electronic government» to business and citizens are considered. It is mentioned that the main objective of «the electronic government» creation in Great Britain is to achieve of balance of interests between the state, society and business. The conclusion is made that with the development of democracy and in the conditions of global information society formation the effective government is impossible without use of modern innovative technologies which are capable to provide information interaction of all branches of the power, as among themselves, and with a society. It is offered to use the elements of the British model of the organization of the electronic government in the process of creation of the electronic government in Ukraine. |
