| Abstract: | Стаття присвячена питанням реформи з децентралізації державної влади в іноземних країнах. Досліджено чинники, що впливають на перехід від централізованої моделі управління державою до децентралізованої, визначено ключові аспекти практичного досвіду реалізації децентралізованого місцевого управління в різних країнах. Зроблено акцент на можливості використання зарубіжного досвіду в українській моделі децентралізації та виявлено основні напрями вдосконалення реформи. |
| Description: | Local self‑government bodies are the fundamental link in the system of local authorities. The economic and social well‑being of the country in general and of individual territorial units in particular depends directly on how local bodies function effectively and in a holistic manner, on how public administration is carried out – centrally or decentralized. The obvious need to implement systemic and complete reform of local selfgovernment in Ukraine has been realized in the reform of decentralization, which began by the Ukrainian government as early as 2014 as part of the approach to European standards. A large number of countries in recent decades have focused their efforts on moving from a centralized model of State administration to a decentralized one, granting broad autonomy to local self‑governments, through a number of complex and important reforms, which are due to a number of objective factors. |
