In clause features of the federal device modern Germany and Russia are considered. The author mentions questions of historical conditionality federal device its forms and other differences. The comparative analysis goes on revealing of the general features and differences in occurrence of structure, the status of federal bodies and subjects of federation, and also positive and negative qualities.
