Abstract
Четвертий рік Україна як держава продовжує відчувати на собі справедливість одного з принципів так званих законів Мерфі, у тому числі у сфері охорони здоров’я. Продовжують також дивувати гучні заяви можновладців про нібито реформування охорони здоров’я. Але дивують не так заяви «жартівників» від МОЗ (інакше я їх не можу назвати і, більше того, ставлюся до їх почуття здорового гумору дуже позитивно), а саме реакція спільноти, що має відношення до сфери охорони здоров’я, і, в деяких випадках, пацієнтів або їх представників. А найбільше мене дивує висловлення стурбованості окремими медичними посадовцями щодо можливості нівелювання в результаті так званої реформи права громадян на охорону здоров’я, передбаченого ст. 49 Конституції України, зокрема, безоплатної медичної допомоги. Я навіть спочатку сприймав таку турботу як жартівну відповідь одних жартівників на якусь гучну промову жартівників від МОЗ. Крім того, велику частку здорового скептицизму
навіяло розуміння, по-перше, того, що ми живемо в країні перманентного реформування охорони здоров’я. А по-друге, це спостерігання на всіх рівнях ієрархічної структури не завжди компетентних осіб, які, на жаль, ще не скоро наберуться необхідного досвіду. А їх жарти — це швидше захисна реакція від відчуття власної некомпетентності.

Fourth year, Ukraine as a state continues to feel the validity of one of the principles of the so-called Murphy laws, including in the health sector. The surprising statements of those in power about the alleged reform of healthcare continue to be astonishing. But they are not surprised by the statements of the "jokes" from the Ministry of Health (otherwise I can not name them, and moreover, I relate to their sense of healthy humor very positively), namely the reaction of the community related to healthcare, and, in in some cases, patients or their representatives. Most of all, I am surprised at the concern expressed by some medical officials about the possibility of leveling up as a result of the so-called reform of the citizens' right to health protection, envisaged by Art. 49 of the Constitution of Ukraine, in particular, free medical aid. I even initially perceived such anxiety as a humorous response by some jokers to some loud jokes from the Mozzarella. In addition, a large part of healthy skepticism was inspired by the understanding, firstly, that we live in a country of permanent health care reform. And secondly, it is not always competent to observe at all levels of the hierarchical structure who, unfortunately, will not soon gain the necessary experience. And their jokes - it is rather a protective reaction from the feeling of their own incompetence.
