Abstract
У даній статті проаналізовано місце реформи децентралізації публічної влади в Україні, з’ясуванні її переваг та недоліків для органів місцевого самоврядування, у тому числі визначення наслідків створення об’єднаних територіальних громад. Сама реформа передусім спрямована на активне залучення громадян до участі у публічному житті на місцевому рівні задля забезпечення високих соціальних стандартів життя, а також для здійснення управлінських функцій на основі законності, гласності, прозорості та публічності. Проаналізовано Закон України «Про добровільне об’єднання територіальних громад» в чинній редакції щодо застосування його на практиці, а також опрацьовано науково-правову літературу щодо практичних рекомендацій з питань добровільного об’єднання територіальних громад.
Description
At the present stage of its development, Ukraine is in a state of transformational reconstruction. It faces a number of strategic economic, political and social challenges. There are various processes of spiritual and cultural modernization, European integration, which significantly affects all spheres of life. For our country the XXI century has been marked by a number of transformations, change of development priorities, introduction of new forms and methods of management. One of the most important changes in the system of administration in Ukraine is the reform of decentralization. Decentralization of power is a transfer from the state government to local administration many functions and accordingly financial resources. These are, in particular, health and education issues, the possibility of establishing municipal police, urban planning departments, social protection of the population, etc. All this, in the light of world experience, should positively affect the quality of life of community members and improve living standards in the country as a whole. The reform is based on the provisions of the European Charter of Local Self-Government and the world’s best standards of public relations in this area.
