Abstract
Исследуется проблематика стадийности нормотворческого процесса. Сегодня вопросы процедур принятия правовых актов органами исполнительной власти приобретает актуальность в связи с необходимостью их детальной разработки и закрепления на законодательном уровне. Предлагается принять Кодекс нормотворческих процедур основные задачи которого – определение системы правовых актов, общих принципов и правил их разработки и издания, закрепление процедур (отдельных производств), отражающих специфику нормотворческой деятельности, т.е. принятие актов как нормативного так и индивидуального характера субъектами нормотворческого процесса.
Description
The problems of stages of the rulemaking process have been researched in the article. Nowadays the questions of the procedures of acceptance of legal acts by the bodies of the executive power are actual in connection with the necessity of their detailed development and fixing on the legislative level. It is proposed in the article to enact the Code of the rulemaking procedures, the main task of which is the definition of the system of legal acts, common principles and rules of their processing and issue, fixing of procedures (certain implementations), that reflect the specific features of the rulemaking activity that is enactment of acts of rulemaking as well as personalized nature by separate subjects of the rulemaking process.
