Abstract

В статті досліджено проблему правового забезпечення екологічної безпеки в умовах збройних конфліктів, адже військові дії мають серйозний та довготривалий вплив на навколишнє середовище, вони призводять до масштабного руйнування екосистем, забруднення атмосферного повітря, водних ресурсів, ґрунтів, втрати біорізноманіття та ін. Такі зміни є серйозними викликами для сталого розвитку, так як екологічні наслідки збройних конфліктів зачіпають не лише регіональні екосистеми, але й глобальні екологічні процеси. Приділяється увага еволюції екологічної думки протягом останніх тридцяти років, зокрема впливу військових конфліктів на довкілля та наслідкам, які вони залишають. Підкреслюється важливість міжнародних правових актів, таких як Додатковий Протокол I до Женевських конвенцій 1949 р. та Конвенція ENMOD, які встановлюють обмеження щодо засобів та методів ведення війни для уникнення надмірного забруднення та руйнування природних екосистем. У підсумку, автори закликають до комплексного підходу для вирішення проблем забезпечення екологічної безпеки, що включає вдосконалення відповідного законодавства, створення ефективних механізмів моніторингу та оцінки стану довкілля в зонах збройних конфліктів, вироблення міжнародно-визнаних підходів до оцінки екологічної шкоди, а також запровадження ефективних механізмів її відшкодування.Problem setting.
