| Abstract: | У статті розглянуто проблемні питання конституційно-правового регулювання інституту місцевого самоврядування в Україні та окреслено основні напрями його вдосконалення в аспекті змін концептуального, інституційного, територіального, матеріально-фінансового характеру. В статье рассмотрены проблемные вопросы конституционно-правового регулирования института местного самоуправления в Украине и очерчены основные направления его совершенствования в аспекте изменений концептуального, институционального, территориального, материально-финансового характера. |
| Description: | The issues of the constitutionally-legal adjusting of the institute of local self-government in Ukraine, particularly the determination of its place and role in the mechanism of public power, conceptual ground and practical realization of municipal rights and freedoms of a human being and a citizen, strengthening balanced relationships of central powers and territorial communities, local representative and executive structures, publicly-owned institutions and amateur structures of the civil society are viewed in the article. The necessity of realization of municipal reform is reasoned for the context of realizing the constitutional reform in Ukraine. Special attention in the article is paid to the measures of providing a state support and guaranteeing local self-government. In combination with the solving the problems the resource providing of local and regional development it will become a perceptible push to modernization of local self-government and will give an opportunity to move up on the way to European integration. Basic directions of municipal reform are outlined, especially improvement of the system of local self-government in the aspect of making alteration of conceptual, institutional, territorial, materially-financial character. |
