Abstract: Статтю присвячено актуальній проблемі культурних трансформацій у взаємодії між політичною владою та її єдиним джерелом у демократичному дискурсі – народом. Цю вічну проблему політичної науки розглянуто в хронологічній послідовності в загальносвітовому контексті та за умов теперішньої України.
Статья посвящена актуальной проблеме культурных трансформаций во взаимодействии между политической властью и ее единственным источником в демократическом дискурсе – народом. Эта вечная проблема политической науки рассматривается в хронологической последовательности в общемировом контексте и в условиях нынешней Украины.
Description: The article is devoted to the problem cultural transformations in the interaction between political power and its only source of democratic discourse – people. This perennial problem of political science is considered in chronological order in a global context and the conditions of the present Ukraine. Relevance of study definite problem is that after the «revolution of dignity» 2014 Ukrainian society actually was at the crossroads between deja vu (simulated system) and the objective necessity of global modernization breakthrough in the twentieth century. Global context helps to understand the reference norms established in the world of polyarchy and consideration allows us to consider the specifics of Ukrainian post-revolutionary Ukraine a place in the global political process and to define its political prospects in transit. The following conclusions from our work. First, if the traditional society dominated by the philosophy of arrogance and alienation between the state government and the people, in the modern era of formation of the new philosophy – the interdependence and partnership between public authorities and its source – the people. Political power has ceased to be something aloof and independent society. Second, the political culture of the welfare state – the state of peak era of modernism with a maximum extension of the twentieth century dominated electoral rights activist guidelines, because in order to get high-quality services and state must actively influence its functioning. Thirdly, in postmodern political culture is likely to citizen participation in public and political life develop in waves by a sinusoid, depending on the specific situation and its implications for their interests. Fourth, the political culture of modern Ukraine as one of its key components contain ambivalent attitude to the state by citizens. Ukrainian citizens have learned to «put government in place» (the Orange Revolution of 2004 and the «dignity revolution» in 2014), but have not yet common for developed democracies mechanism to influence those in power in necrosis situations. However, the prospect of a real democratization of Ukraine after 2014 seems very likely. Fifth, only the prospect of European integration will allow independent Ukraine finally to become a periphery of world globalization and join the family of developed European nations, who are building their own political life on the principles of democracy, human rights and civil liberties safeguards. the following conclusions from our work.
