Обоснована важная роль «народной дипломатии» в процессе интеграции Украины в Европейский Союз. |
| Description: | The purpose of the article is to cover the practice of the Kharkiv city council. Numerous national researches clearly demonstrate that executive bodies of the city council successfully solve the problems of local importance. However, at the stage of the constitutional reform to study practical problems of functioning of these bodies is of particular relevance. Furthermore, such an important function of city councils as participation in the development of international relations has not sufficiently elaborated yet. In this connection the legislation of Ukraine related to the activities of local government are analyzed, the state of the problems which Kharkiv city council deal with in the process of establishment of foreign economic, scientific and technical, cultural, sporting and other ties with countries of the European Union is investigated, and possible ways of solving these problems are proposed in the article. It should be mentioned in the article that the formation of the Department of international cooperation of Kharkiv city council is proved by the right of local community, its agencies and officials within their competence to participate in the development of international relations of territorial community of Kharkov and local community of twin cities of other countries. On the basis of studing of the practice of the Department of international cooperation of Kharkiv city council the author explains, that by virtue of their nature local governments have more opportunities in the field of the international cooperation. The argument that the lack of the detailed legislative regulation of the authority which deals with international cooperation is the result of empowerment of the local community in this area is justified in the article. The rules of the Constitution of Ukraine, the articles of the Law of Ukraine «On Local Self-Government», the Charter of Kharkiv city council, the Statute of the Department of international cooperation of Kharkiv city council, the agreements and the protocols on cooperation between Kharkiv and foreign cities are analyzed in the paper . The results of this work are following: firstly, the executive bodies of the city council provide access to qualitative information which due to its applied nature allows to bypass those difficulties through which Europe has already passed, and will borrow the positive international experience of managment by local affairs. Secondly, the practice of international cooperation shows that more effective relations are relations based on as it were «from the bottom», on personal contacts with the support of mayors of local councils. |
