Abstract: Аналізуються проблеми функціонування парламенту України та пропонуються шляхи вдосконалення роботи Верховної Ради України відповідно до міжнародних стандартів.

Description: The paper analyzes the problems in the functioning of the Parliament of Ukraine and the ways of improvement of the Verkhovna Rada of Ukraine in accordance with international standards. The problem of the role of parliament in the system of powers in the modern state with a republican parade today is very important because of the rule of law in post-Soviet space and the introduction of modern democratic standards of social development. Shortcomings of existing representative democracy is largely due to the diffusion of power, resulting in fuzzy line between the higher authorities. Due to such uncertainties and emerging crises. This points to the special importance of the problem of stability of the government in connection with the continued existence of parliamentarism. Indeed, one of the main mechanisms of government stability and a parliament as a legitimate basis of constituent power of the people. One of the most important features of a democratic society and the state is functioning parliament – a body of popular representation, the work of which depends on the effectiveness of the entire state mechanism. Since, unfortunately, currently facing some problems in the structure and the sole body of legislative power in Ukraine – the Verkhovna Rada of Ukraine, it seems important research topic, especially given the international experience in this field. It should be noted that the dominance of factional or coalition, the discipline of discipline zahalnoparlamentskoyu taking place in Ukraine, not in the developed democracies. First of all, it is the result of these countries a political culture. In addition, an important part of normal daily activities parliaments of these countries is the existence of an established mechanisms for monitoring compliance MPs discipline of professional conduct. Yes, in most parliaments in the world established various rules Ethics. Typically, these rules enshrined in regulations legislature. In particular, in the House of Representatives and the U.S. Senate have rules that contain the ethical guidelines of conduct members and employees of Congress. The Rules of the Bundestag of Germany and the French National Assembly also contains relevant ethical standards. In addition, there is the practice of making special instruments (for example – Code of Conduct for Members of Parliament in the UK), the creation of bodies that monitor compliance with Ethics. Thus, summarizing the above, we can conclude that there is a lot of useful that can be implemented in practice of the Parliament of Ukraine – Parliament – for its effective operation and for solving problems that exist today. This will help the international experience of developed countries that have tested the effectiveness of mechanisms to overcome data problems on their own legislatures.
