| Abstract: | Проаналізовано зміст матеріально-фінансової основи діяльності органів місцевого самоврядування. Окреслено роль економічного інституту в механізмі місцевого самоврядування, проаналізовано сучасний стан його правового регулювання. Окреслені шляхи удосконалення на локальному рівні в контексті конституційної реформи. Проанализировано содержание материально-финансовой основы деятельности органов местного самоуправления. Очерчена роль экономического института в механизме местного самоуправления, проанализировано современное состояние его правового регулирования. Намечены пути усовершенствования на локальном уровне в контексте конституционной реформы. |
| Description: | Material and financial basis of local self-government bodies according to the Law of Ukraine «About local government in Ukraine», are the objects of communal property. The composition of communal property includes movable and immovable property; income of the local budget and public extra budgetary (including currency) funds; land and other natural resources in municipal ownership; municipal enterprise, organization or share in property companies; municipal banks, insurance companies, pension funds; municipal housing and non-residential premises; municipal institutions of education, culture, sports, health, science, social services; other property and property rights, movable and immovable objects determined in accordance with the law as objects of communal property, as well as funds received from their disposition. In addition, the material basis of local self-government is the property in state ownership and transferred in control to local governments. |
